Does this machine independent to the order of rotation?

I've been tried to figure out that the order of rotation (not the vertical bar in the picture) matters in the axes described picture below.
As described in the picture,
1. Tilt does not affect the axis of rotation (vertical bar in the picture) and obliquity.
2. Obliquity does not affect the axis of rotation (vertical bar in the picture).
So, the order of rotation matters? And how can I prove it?
